About the Pilot Program

The Florida Department of Education (FDOE), in partnership with the Wallace Foundation, is pleased to announce the pilot launch of a new leadership professional development learning system, the FDOE Leadership Competency Program. Certain districts, institutions of higher education, and organizations have been invited to pilot the program with its aspiring leaders to help determine whether the program will meet leadership development needs in Florida and, ultimately, should replace the current Florida School Leaders (FSL) website. Throughout the pilot process, participants will provide FDOE with feedback on usability, usefulness, rigor, learning engagement, alignment to needs, and mentoring tools.

Program Design

FDOE has contracted with a content learning designer to provide a modular online professional learning platform. For the pilot, available learning modules are aligned to the following Professional Standards for Educational Leaders (PSEL) and National Educational Leadership Preparation (NELP) Standards:

  • Standard 4 Curriculum, Instruction and Assessment (PSEL)
  • Standard 4 Learning and Instruction (NELP)
  • Standard 7 Professional Community for Teachers and Staff (PSEL)
  • Standard 7 Building Professional Capacity (NELP) 

Ideal Participants

The following are attributes of ideal pilot candidates and mentors.

Candidate Mentor
Currently enrolled in a Level I Educational Leadership Program or Level II Principal Preparation Program Has evidence-based experience in leading for instructional improvement
Has access to or will be partnered with a district-based or institution-based mentor to provide support, coaching, and feedback Currently serving as a school-based administrator, district-level instructional leader, or professor at an institution of higher education
  Has formal coaching and mentoring experience

  1. Participants should be prepared to identify their chosen mentor for the pilot program during the sign up process.
  2. After confirming eligibility, emails will be sent to the participant and mentor with details about logging in to the ReadyLXP platform.
  3. Participants will work their way through the designated 16 activities, as well as the full standard assessment at the end of the Standard 4 and Standard 7 Learning Paths.
  4. Mentors will be able to review participants' submissions, and validate competency in each of the Standards upon completion.

Additional Background

Section 1012.986, F.S., William Cecil Golden (WCG) Professional Development Program for School Leaders, establishes a statewide network for leadership professional learning. The FSL website currently serves as that statewide network. Level II Principal Preparation Programs are required to utilize the WCG program within their approved system. Level I Educational Leadership Programs may utilize WCG within the established coursework; however, it is not required.

The Wallace Foundation provided a grant to FDOE, in partnership with Florida Atlantic University (FAU) and educational leadership stakeholders, to enhance and improve the quality of educational leadership and educational leadership professional learning statewide. This pilot program will inform the new website’s development, which will offer professional learning in a module format differentiated by a continuum of educational leaders—assistant principal, principal, and district-based instructional leader.
